With the stock BCS system, 14 psi in 1st and 2nd, 10 psi in 3 thru 5. Get a GIllis valve manual boost controller. You can set the boost to any value you like and it wont drop to 10 psi in higher gears. Makes the car MUCH more fun!!!! The stock electronics can handle 16 or so psi. If doing this you may want to upgrade the stock (and likely old) fuel pump.

Boost is a function of exhaust flow, which, in turn, is a function of engine load. Even with large throttle openings, load is relatively low in 1st gear, making the turbo spool slower. A good free flowing exhaust system with a straight thru muffler will significantly imrpove spool up time.
