i would seem to guess that your coolant temp sending unit may be faulty, if you are sure the gauge is working.

If the fans are working, and you said they are, it's obvious the T-Stat must be working because the primary fan kicks on around 200F (it suppose to anyway, i find it comes on around 205F).

If you thought that the T-Stat wasn't working because the gauge reads cold, then that would mean a T-Stat would probably be stuck open, and it would take the engine longer to warm up. But if the fans are working, it obviously is warming up.

200F would show about a 1/2 - 3/4 gauge reading, but that is a ballpark figure as the gauges itself are inaccurate.
