Idling Issues when Cold

My '87 TC will not idle until it's mostly warmed up. Also, if I don't fully warm it up, it'll start idling around 2K to 2.5K r.p.m. once I start driving . At that point, the only way to get the idle down is to shut off the car & restart. Any ideas? I've checked vacuum lines & everything there seems OK. Once the car is warm it runs great. Any help would be much appreciated.
