All EEC IV Ford PCMs use pins 40 and go as the battery ground. Pin 20 is case ground, and is grounded near the PCM.
Stock head bolts and the stock head gasket are fine for 18-20 psi. The stock T3 turbo on the 86 is also good for 18-30 psi, but if running those boost levels an IC is a VERY good idea.
