Alright, me and my roomate put somewhere between 20-25 psi to the wastegate tonight and it was moving the waste gate shaft. It was not rotating, but rather shifting. I assume this means that the wastegate has seized up. We are going to try and free it tomorrow morning when it is good and cool.
If i cannot get it freed I will be looking for at least a new exhaust housing with the wastegate free to move.
Is it possible to rebuild the IHI? or do i need to buy parts and pieces of good ones to make mine good?

alright, so i pulled the downpipe off to get some more space to work. Me and my roomate started to move the wga around to get it disconnected, and it began to rotate the waste gate arm. For about 20-30 minutes we worked it back and forth until we got about a cm of travel out of the wastegate actuator. I believe someone said that I should get about 2cm of travel, but driving the car around pulling all the way to redline it stays at 10psi.
It does spike initially to 12-13psi, but quickly settles to a solid 10 psi.
I am so happy that I can now use full throttle.

The IHI turbo cam be rebuilt. There are places that do it. Might check with Evergreen to see if they do it or sell parts for the DIYers.
