Check all your vacum lines, I had a vac line on the vacum tree blow off under boost and it made my boost gauge do funny tnings, wouldn't read more than 2-3 psi of boost or anthing below 8 inches of mercury on the vacum side, if the turbo wasn't boosting you would know it, there would be a huge decrease in performance, most likely accompanied by some sort of smoke or howling from the turbo, probably just a loose vacum line somewhere
