If the headlights are yellow, i read online that deep woods off bug spray with a cloth rag will clean up the yellow pretty good....easy to try.
Also the better bulb thing.

Sense his car is an 86 TC....his voltage regulator is external near the coil....I wonder if that could be going bad...its cheap and pretty easy to change.
