Wierd Idle concern

I have always had a wierd idle concern since I have bought the car.When at idle (hot or cold) the car stumbles like it is going to die then catches again and idles fine at 1000RPM. Today it started to drop the RPM down to 400 then catch and shoot back up to 1500RPM then stall.I restarted and it did not stall but it would do the Idle at 1000RPM......stumble like it will stall then back to 1000RPM. The car has no problem while driving at all speed just at idle.

The otherproblem which may or may not be related is that I can start the car in the morning,go to work shut the car off for 5 min. Go to restart and the car will not start,but I can stop cranking and leave the ignition key in he Run position and restart the car with no problem.I thought it may be a fuel pump pressure concern but when I crank the engine I do hear the pump prime the first time but the second time I don't shut the ignition off just leave it in the run position and it will start the second time no problem.

I should say it is a 1987 TC with 249xxx km manual trans.

Anyone have these problems too or before and resolved it?

Pulled the codes?
Cleaned the IAC?, Check the VAM?

I also this problem with the idle, i pulled codes, a bunch of other stuff and got nothing. There was also a weird whistle or air noise that started at the same time. I feared the turbo was on it's way out and maybe the idle was poor because of that. So i pulled the inlet elbow for the turbo and found the turbo in beautiful shape but also found a vaccuum hose plug on the elbow cracked and leaking. Now it runs great, no noises and smooth idle. So i'd check you vac lines.
