Wastegate/Gillis Valve ?

Just installed the gillis valve, and I'm still overboosting, double checked lines and they are correct, a past post said to take out the spring and ball to check waste gate, did that, same results, I'm assuming(i know) the wastegate is not operating right. How much travel does the actuating rod have? Is there a cheap vacuum pressure gauge other than the one NAPA wants to sell me for 50 bucks. I've read that 10-12 should open the gate.

10 psi applied to the WG activator should just start to extend the rod. If you know anyone with an air compressor, you can turn down the compressor output way down to around 10 to 15 psi, and use that. Could the WG shaft that sticks out the botom of the turbo elbow be rusted in place? Disconnect the WGA arm from the leveron the WG shaft(small C clip that will fly off and you will spend 1/2 hour looking for it). With the WGA rod off the lever, the WG should swing thru about a 80 degree arc with almost no effort.

It a valve that allows the factory boost control solenoid to be by passed. In doing so you can set your own boost level and get full boost lower in the rpm range than the factory BCS allowed in some cicumstances. See "Ric Gillis" on the vendors page for links to his site. I managed to get the c clip off the actuator rod, but couldn't get the rod off the arm.
Any suggestions? I tried to manually move the arm with no luck, i'm 99.1% sure that the wastegate is not opening. I'd like to get this bird to the track, but sure would like to have the boost valve working instead of peddling it to keep from overboosting.

The only way to test the WGA is to apply positive pressure as Jeff K described. At 10 psi the rod will just barely move.

OK, I applied air to the hose going to the wastegate actuator, I physically felt the rod moving, and heard the gate clicking. I'm still in an overboost situation, I have a vaccum line from the tree to the inlet of the Gillis, and the other going to the WGA, 6 threads showing on the valve, Is there something I'm overlooking?

The only thing i can think of is you got inlet and outlet reversed.
The inlet is th eport at the opposite end from the adjustment screw. The outlet to the WGA is the port that comes of at 90* to the centerline of the valve. If that doesn't fix it, e-mail me and we can get together, I'll look at it.
