sometimes my idle is wonderful, sometimes it's rough.

Today after driving for about 15 minutes, I had a bit of free time and I started poking, prodding and jiggling under the hood. I got to the vacuum tee and I pulled the cover off the test port and there was no change to the idle.

Is that to be expected?

no, the engine should have increased in idle. go over the vacuum lines and check for soft spots and loose connections.
