Ive heard people say our cars pretty much stock can do around 160 to 170 is that true?

what about with a ric gillis boost valve?

At the kind of speed we are talking about, air resistance becomes the primary limiting factor. Anything that increases HP, in theory , will increase top speed. It is not a straight line relationship. By that I mean that a stock 190 HP TC can get to 140+. but it might take another 300 to 400 HP to get it to 200 mph.

So, suppose you could hit 400RWHP, and put that engine, in a 93' notchback Mustang, with other proper modifications, would it be that hard to hit 200 MPH.

You will hit the rev limiter if you don't change the gears in the transmission or the gears in the rear end. Wind resistance will hold you below the limits of your gearing unless you have the power to over come the wind. i.e. more horsepower = faster car
Lets imagine that you are driving in a vacuum. Your car would have a higher top speed with a 3.08 rear gear than it would with a 3.55 rear gear. But since we can't drive in a vacuum, we need the 3.55 gear to multiply our power more to cut through the wind better to give our car the power to go faster. Follow that?

It took somewhere between 550 and 650 HP to push a Merkur just over the 200 mark.
