Tilt lever replacement

My tilt lever just broke in half and I need to replace it. Can someone give me some help on how to remove it? I'm guessing you have to remove the steering wheel. There also is a plastic cover that is right behind the wheel. It looks like it comes off as well but I don't want to damage it. How does it come off?

To remove the plastic collar, put some pressure on it from the right side, then you can pop the top portion free on the left side (where the seam is). Then you can spread the whole thing enough to get it off of the column.

Then you'll need to get a very small open end wrench (like 3/32" or so) and unscrew the remaining portion of the lever. You can use Vise Grips, instead, since the old one is trash anyway. But you might want to find out the exact size so when you go to a Junk Yard to get a replacement you can remove it without damaging it.
