Throttle Body Noise

Still having problems with my throttle sticking at 2-3k. Checked to see if the cable was hanging up, but when I pull on the throttle and let off (even gently) you can hear something smacking against itself... Is this normal?

Here's a video of the noise:

its the pedal in the car bouncing off the cable inside the car and the sound travels through the cable.

yep, that sounds like slack in the cable causing the pedal to bounce. any codes? maybe the IAC is sticking open or you have a vacuum leak.
