Are you getting a code 34 during the key on engine running test? If your car had the "emission fix" recall which reduced EGR flow, a 34 will almost always show up. A 34 will also show up if the EGR passages in the intake, valve itself, or EGR tube that runs around the back of the motor, is plugged up or otherwise restricted. If you rev the motor to about 2000 RPM when it is warmed up, and watch the diaphram in the EGR valve thru the slots in its case, you should see the diaphram move away from the intake side of the valve. If it doesnt, check the vac lines between the valve and EGR soleniod (on back of pass side strut tower) and the solenoid itself.
