I just got 88 tc running new motor, the brakes are rock hard like the vacume or brake motor is not running, how do I diagnose this problem?

I'd check the booster pump relay first, located under the vacuum tree on the fire wall. The forward most one of two relays. Part numbers are in the Part Number forum

I did the tests looks like the motor is bad. what is involved in swapping it over to regular brake set up?

If memory serves, there is another article on the tech info page about doing the swap.
If I would just be careful about when you have vacuum vs boost pressure as vacuum assist brakes kinda need that vacuum to work right.

ps, you might be able to find a replacement from someone selling on the forum; there is someone who is parting out.

If you convert you need a one way valve to keep boost out of the system
