Radiator fan question

I have read the items on the site about the radiator fan, and I'm pretty sure that my issue is the relay, but what i can;t find out is when my climate control is on auto/off......the radiator fan runs constantly and when i had it on hi or low it seemed to come on at when the stock gauge is a little above half way up. Is this the way its supposed to work, or did someone mess with the wires before i got the car?

Now the fan works intermittently, sometimes it runs with the auto/off on and some times not....

In AUTO, the AC compressor runs in most AUTO modes if the outside temp is over 40 deg or so. Whenever compressor runs, the pass side fan runs. Does the fan run when the EATC is off and the engine cool? Fan should not run then.
