Idle is up to 2000 RPM at first startup of the day, drops to 1200-1300 after blipping the throttle. TPS is 0.93v. Is the IAC sticking open 100% of the first starts or is this something else. Is the IAC closed for start or open? I'm guessing open.

The IAC is duty cycled by voltage from the ECA.
It can stick or passages can become clogged.
Have you ever removed it and cleaned it out?

PCM learns the correct IAC PWM duty cycle for startup / cold engine fast idle / normal idle / dashpot functions after a few starts / drive cycles by comparing target RPM to actual RPM.

I have cleaned it out twice in the last few thousand miles. Would it help to take the negative cable from the battery so it will relearn the duty cycle?
