UPDATE: I sandblasted everything on the outside and then sanded the flat surfaces: 80, 120, 400, 800, 1000 and 2000 grit using an orbital sander.
Then I primed the inserts using a template
Then I used the template to spray on the Ford Argent Silver.
All of the inset areas are now painted. The final step is to polish the flat areas with the Meguiars aluminum wheel polish.
This is the original picture of the wheel I posted, only being polished. As I worked through the wheels, I found out that all of the other inset areas of the other 3 wheels were in rougher shape than this one. I was hoping not to sandblast but had to......
