Overboost!

So after 50+ hours rebuilding the engine harness, clutch, and throw out bearing slide. I have started and driven my 84TC! She sure does feel good, but has one problem. In 84 they didn't use boost gauges, just two light. The turbo light works just fine and so does the overboost light, and buzzer. My question is what does the overboost warning kick in at? I'm starting to think the wastegate is stuck closed because I keep hitting the warning.

Is it common for these years to overboost? I think I need to make sure the wastegate isn't stuck closed.
