One thing that I did need to ask

After changing out the brake actuator, will the system need to be bled or am I okay with just changing it out and going on? Everything that I have found does not say one way or another about the lines needing bleeding.

By "brake actuator" do you mean the entire antilock brake assembly? If so I'd bleed them just to be safe. Also it'll purge the lines of who-knows how old brake fluid and replace it with new.
