Testing the TPS for flats and drop outs does not always find a bad one. If it's giving you 4.6 one time and 0.96 the next, both with throttle in idle position and you probing the correct wires, then something isn't right. If you are comfortable that you did the testing correctly, then you got two choices: 1. wait and see if it gets irratic again or 2 just put in a new TPS.
