I vaguely remember hearing that there is a restrictor built in to the turbo to keep oil flowing at a reduced volume.
I've got a new (to me) turbo and want to make sure it's there.
Where would I look, or did i hear incorrectly?

The only "restrictors" in a sleeve bearing turbo are the extremely small feed holes in the bearing sleeves. Ball bearing turbos often need an external restrictor, as the ball bearings dont need that much oil. If your oil pressure is real high for some reason, like 80+ psi, a sleeve bearing turbo can benefit from an external flow restrictor.

+1 with Jeff. Ball bearing turbos need the restrictor, journal bearings do not. The exception as Jeff said, is with high oil pressure.
