I assume the on/off flicker occurs with a definate period and not randomly? I also assume that you dont have aftermarket higher wattage headlight bulbs? Likely the circuit breaker inside the light switch is failing.
3 possibilities possibilities to fix the issue: The easiest is to install LED replacements for the current 9004 bulbs. As LEDs only draw maybe 25% as much current as the 9004 bulbs, the problem will go away. Or get a new light switch (very difficult or impossible to find new, plus big $$$$). Used switches may have the same issue yours does.
The other option is to put the headlights on relays so the light switch only needs to supply the 150 mA to the relay(s), and the relay(s) handle the full current for the bulbs. This will also produce somewhat more light output from the standard 9004 bulbs.

Headlight switches are available, new and used. Here's the same part/part number I bought for my TC. https://www.ebay.com/itm/165240373795?ha...SwFzRhqpqX

Mine was acting crazy somewhat like yours. I replaced the headlight switch and harness with a used one off ebay for like $10
