DRY..like its to the point where if i touch it..it cracks. I was wondering if a reskin is even worth it with such a horrible foundation. How common are good shape dashboards? I wouldnt care too much if I didnt have to do a heater core =(

Doubt you'll find an actual padded dash in good shape. I did went the cap route on mine and have been happy with it. Here are some pics so you can see the original shape of mine vs the end results.

Pretty much - you just want to get it as level as possible so nothing holds up the cap. It's a hard plastic cap. I didn't think I would like it but it has made the car feel MUCH better inside.
They use a silicone adhesive to hold it down. I used blue masking tape to hold the front and some wedge shaped boards to hold it down up under the windshield. Just put some cloth around the wood to keep it from scratching the plastic (like I did mine).
If the dash is good from the belt line down it should work for you.
