i would not spend too much money on an EEC because that is likely not to be the problem, but i could be wrong, not knowing and seeing exactly what this vehicle is doing. i have some experience of the EEC system and this doesn't exactly sound like an EEC issue, especially in regard to your comments that it was an intermittent problem, then progressed into a continued problem. EECs rarely fail. i don't see failures occur like this. But i don't know the 84's EEC system too well. It could be a circuit issue that affects the EEC.

To me, i agree with Pete, it sounds like a fuel issue or possibly a restricted exhaust. You did say you have no boost. The EEC isn't responsible for that.

well hes not gonna get any boost if his car cant get past 2800 rpms anyways.
its possible its the fuel, like the injectors are clogged or something, or the FP reg is bad or the Fuel pump is bad. but that wouldn't explain why the timing retards.

i understand that reving in neutral up to 2800RPM isn't going to result in any boost, i've been around these cars for many years and have been around since this site was formed by Bob. Since he said the issue was intermittent at first, that he replaced the turbo twice, and that he was not having any boost, i put it all together and thought he never seen any boost anytime for him to replace the turbo twice. Maybe i'm wrong.

i've helped people with EEC issues and have seen them fail, but it commonly is faulted wrongly. They rarely do fail unless there was some electrical accident, which can be caused by a human.

i don't know enough about the 84's system, but was cautioning him about dropping so much money in parts, because its not a good solution. i did dismiss the ignition timing part because it appeared to be some misunderstandings. Good luck and sorry for the confusion.
