I have a cut out at the bottom of the down pipe(not my install) I took it off to see how it ran without it and a lot of fluid came out. Thought it was coolant but it didn't smell like anything and it came out on wet pavement?

Set the crank sprocket to TDC and see of the cam sprocket timing mark lines up with the timing marks on the inner cover. If you do this and you don't see the timing mark on the cam sprocket, turn the crank 360-degrees and check again.
Is the pcm actually not putting out any codes now, or are you still getting the 28?

do a compression check after you verify the mechanical timing is correct. that sounds like a blown head gasket.

Code 28 is the Vane air temp, but if ambient air temp is 50* or less, the code is set automatically

VAT out of range will be present if ambient temp at sensor is under 50 deg F.
High 20 to 30 deg range timing advance with SPOUT in is normal.
Have you pulled the vac line off the FPR to see if there is gas in it or the line smells like gas? Ruptured / leaking FPR diaphragm is a relatively common problem.

I am not sure it's the head gasket. I'm just betting on it. Going to do a compression test Monday.
The fpr is a new Kirban.
