Where Is the IVR and what does it look like. Gauges don't work.

You have to pull the gauge pod. It is on the back of the pod, has a connector like a 9 volt battery.

See picture at the end of this article;

Does the tachometer and speedometer work? Do the power brakes work? If not, it's not the IVR.

Reason why I state this is because this is a fairly common issue with the ignition switch or contacts.

Replaced the ignition switch. Speedo , tach, and brakes work fine.

Either the IVR or the light grey / yellow (if I remember the colors right) resistance wire running from the ignition switch to the cluster. The resistance wire isnt bundled up with other wires, it just "hangs loose" from switch to cluster connector.

The IVR is a the metal can on the back of the cluster. There's a larger black that runs from the back of the speedo to it. Also, part of the circuit board for the cluster loops over it. It'll have one screw holding the wire and two 9 volt battery type connectors attaching it to the circuit board. If you have the cluster face facing down it'll be on the top right hand corner of the back.

I replaced mine with one of these: http://www.ebay.com/itm/Ford-Instrument-cluster-voltage-regulator-5v-SOLID-STATE-LIFETIME-GUARANTEE-/280920511188?pt=Vintage_Car_Truck_Parts_Accessories&hash=item41682ad2d4&vxp=mtr
