IVR: how do you check voltage

I had posted earlier about a problem with my gages. Temp, Oil, Gas, also Low Fuel Indicator light stays on. Walsted suggested that the problem could be with my Instrument Voltage Regulator. I have the instrument cluster out far enough that i can get a voltage meter on the IVR. Could some please tell me how to check the voltage on the IVR.
There are 2 round terminals (?) on top of the IVR. Is this where I check the voltage ?

You wont see a steady 5 V there, however. The IVR is a mechanical regulator (variable duty cycle thermal relay). What you will see a "square wave" voltage output jumping between about ROUGHLY 4 and 8 volts about once every few seconds.
