I have a set of Konis off of an 83 TC and I want to put them on my 87 TC but I want to make sure they are good before I put them on.How do I go about checking them to make sure they are good or not?

You can tell if they are REALLY bad pretty easy.
Can you push them in by hand? If so they are definitely bad.
Other than that, I wouldn't have a clue.

push down on the side of the car like at the front driver side or the rear passenger side if the car goes down quickly then springs back up it probably means that they are bad and if you think they are bad then they probably are too

They arent on the car, that is why I want to test them before I put them on the car.Should there be resistance when I am pushing them down? They go down kindly hard but take like forever to come back up.

They should be hard to push together but the function they control is the "up" motion of the car after a bump. The spring modulates the down motion and the shock modulates the up motion of the springs
I thin film of oil on the shaft or around the strut tubes is normal. Visible liquid is a sign of leaking and that is no good.
