how can I force a CEL on with the engine off??

Stupid question if you ran 12 volts to the main connector instead of grounding if to the STI pigtail what would happen ?
88 5 speed TC

No sure exactly what would happen. STO (on main 6 pin EEC TEST connector) grounds when the PCM determines when it wants the CEL turned on. The switching transistor inside the PCM that grounds the STO circuit is not designed to handle much current (less than 200 mA). If 12 V was applied to the STO without a small bulb or LED in series to limit the current and the PCM sends the transistor a signal to ground the circuit to turn on the CEL, likely the switching transistor would fry if there is no current limiting circuit. I dont know if the PCM has current limit protection on the outputs.

Well I must of killed something inside the ECU. I had a spare that I swapped in and now my car runs. Ill be pulling the ECU out and opening it up out of curiosity if its something that could be fixed.

Yeah when you ran the 12 volts to the connector you fried the ECM. Also you might want to check the electrical part of your ignition switch and see if the plug or switch is burnt.
