after driving for awhile my car will sometimes idle up to 1500-2000 and then go back to normal. It doesnt do this all the time. I know its usually the TPS or IAC how do i determine which one is the problem for sure ??

May not be either, but clean the IAC and check/reset the TPS. Have you checked codes and air leaks? (Yeah I know you have practically rebuilt that thing, but I got to ask)
Personally, I don't thing the test will catch every bad TPS. I had one that tested good, but when I replaced it my problem went away

LOL pete.. i cleaned the IAC when i installed the HG, no vac leaks or air leaks. I was just wondering whats more than likely bad the TPS or IAC trying not to waste money..

If I had to guess, I'd go for the TPS

Use a meter(preferably analog) to verify TPS voltage operation through it's full travel... If it's OK, repl the IAC...
