I'm hesitating when i get to about 4000 RPM. Already changed my TFI. I also changed my plugs, wires, and rotor. Any sugjestions?

I take it you used Ford Motorcraft wires. If not that may be your problem. Is this under WOT or any time the car hits 4000rpms?

It happens anytime i hit 4000. I put the old wires back on the car thinking that was the problem but it wasn't. I'm not sure what brand they are but i know that the car was running fine with them on. Then the TFI went and after i changed it i noticed the hesitation problems.

hmm double check your timing with SPOUT out.
also what plugs are you running? should be autolite 764's at 32-35 gap. if the gap is too big the boost will blow the plugs out.
