Welcome to the board.
Could be a plug wire or bad plug. It could also be a crack opening up (at 12 psi) in a boost carrying hose, like the intercooler hoses. Take them off and squeeze them, looking for cracks. They could be impropely clamped or off location also.

How were you driving it when it started running like crap? Cruising, spirited, hard?

I think Pete could be on the money here with the hoses or some other leak being the culprit and only opening up when pressurized.

Bob's logs will accept the IHI. Unless you got extra noise, since this started, I doubt that the exhaust manifold is leaking at the head. The gasket betwenn the turbo and the exh manifold could burn out but you would hear something. If big enough it might affect boost. I doubt that this is the problem if the nothing happens until it gets to 12 psi.

What kind of plugs and plug wires did you put in?

I had that same symptoms as you, it turned out to be old spark plugs. The guy who owned it before me drove it with bad plugs for almost 2 years. Every time boost would get to exactly 9 psi it would fall flat lol. I read that you have new wires, but not plugs?

We have found that Autolite copper #764 plugs work well, gapped around 0.030 to 0.032"
Motorcraft plug wires work well. These engines are real particular about plug wires; Motorcraft: WR-4011-C

If those don't fix it and you don't find any hose leaks, then you might want to look at fuel
