I found a guy who has shell for sale, and it has custom plates. I just want the custom plates and not the car. Is there a way i can get the transfer of the plates without the car? He bought it a year ago and does not have the car in his name yet.
I just want the custom plates

Not sure about CA, but GA won't do it. I got an era correct plate off eBay last registered in 1989 and DMV won't allow transfer.

Not sure but I doubt it. Call DMV. They call you back in an hour or so and you can talk to a real person. He/she should have all the info.

I went through this in Ontario Canada with mine. The only reason I was able to do it was that the original owner never registered the plates to the car so they were brand new and never used. They come with a document for just that purpose. Call the Lisence Bureau and they can help.

I'm sure every state is different, I think in Pa you have to be family or something in order to transfer? The only thing I can think is to have someone unregister the plates and return them. Then I would think they are available to create as a new plate since it is unused, however there maybe a time restriction in which they can put them back in the system so I would check into it first and call around to the DMV, and whoever you need to, in my experience at least everyone will act like it's impossible and maybe at some point you'll find someone that knows how its possible and hopefully someone that cares to help you! Possibly a good notary place will know the details invovled? I have a custom plate, and for a few years I wasn't driving my car and didn't keep the registration current during those years. I wondered it they would allow the plate for someone elses selection, but I think it was like 7 years unregistered or something and I never returned the plates. Maybe check into those details.

Chip every state may be different. I would advise contacting your local DMV for the Calif rules.
