Fuel pump problems

Hey guys, i left another thread on here about the car not starting a little while ago, and i have come to the conclusion that its something with the fuel pump. ok. the old fuel pump was just put in there about 5 months ago(some kind of BOSCH stock replacement). Well, i told you guys that my car wouldnt start one morning even though it had ran fine the night before.(tested it after installing the new Brown Tops). Well all sources lead to the fuel pump as being my problem, SO i took it out, and tested it. The fuel pump mad a ("whining) sound like always, and i had it in a bucket of gas to see if it would pump the gas. the thing came on, and sounded like it was working...but only made little bubbles in the gas..it never picked any gas up or anything. So i go and get a new fuel pump. NOW, i have the fuel pump in and hooked up...but when i turn on the ignition...it doesnt make a sound. i can hear the fuel pump relay click(which is also new) but never head the pump come on or anything. i checked the wires coming from the fuel pump with an OHM meter, and they had current. so whats not making this thing work? any ideas? ALSO, i checked out the fuel line that comes from the wiring harness and fits onto my fuel pressure reg. and it was not carrying any gas..(didnt carry gas with the old pump either) is there a hole or crimp?? there is a few drops of gas coming out of it, but it seems clogged..what do you guys make out of all of this???? any help appreciated.

Mods- single 2.5 inch exaust with highflow cat and Apex bullit muffler, Saab 9000 front mount IC,Centerforce II clutch kit, Gillis BV set at 19psi,K&N on VAM, Hurst shorthrow shifter.

The vacuum hose line to the fuel pressure regulator is NOT suppose to have gas in it. If there is ANY GAS or even the SMELL of gas, the regulator diaphram is broken and the regulator is toast. That line runs to the bottom side of the upper intake. If this is not the case on your car, we are not talking on the same page. Please check and let us know. The FPR is located on the fuel rail infront of the upper intake, is round and is attached to the fuel rail by 3 allen screws that attach from the bottom.

OOPS!!! ok sorry guys, PETE was right, i found the FPR, it was directly on the fuel rail! but that still leaves me with the question as to this: What the hell is the thing i thought was the FPR??? it is sitting right beside my upper intake and has a line from the wiring harness(which contains gas in it) and a line coming from it into the bottom part of the fuel rail!
