fog light switch power but no lights?

my fog light switch works b/c the light on it is visable. the lights are hooked up. just wanted to get some opinions before i tear ito it tomorrow.

Rusted ground terminal in the light itself
Burnt bulbs
bulbs not grounded in light fixture
Bad connection at the end of the pigtial behind bumper
etc..etc..etc...

thats what i figured. something todo with the light itself since it seems to be sending power.
