Engine Serial Number

I have a dune buggy with a Ford 2.3 turbo installed. In order to title it in CA, they want an engine serial number. I cannot find one on the engine. Does anyone know where I should be looking?

There is a machined pad approx 3" above the starter that will have the last 8 digits of the original vehicles vin number stamped into it. If there is no number it is a service block or the assembly plant forgot to stamp it.
