What part of the emission test did your car fail?
Have you pulled the codes yet? We don't like the throw money and parts shotgun approach to problem. It is usually extremely wasteful. Even if diagnosis can't pinpoint the whole exact problem it can eliminate a lot of possibilities.

I go thru some of the toughest emission tests in the country (IM240 4 gas test) here in SE WI. What I have found is 1) be sure your fuel pressure is at the stock base pressure of 39 psi, or even a bit lower. This keeps it from getting too rich if the tester runs it in such a way that it occasionally goes open loop. 2) Be sure the EGR is functioning correctly. 3) Be sure the base timing is at the stock 10 deg BTDC, or even a little lower, like 8 deg BTDC. 4) Be sure the motor and cat are HOT..... drive it for at least 1/2 hour before the test. 5) if you have a MBC, adjust it (or remove it) so max boost is the stock 9.5 psi WG setting, or if you have the factory boost system intact, put the switch in the regular fuel position.
All this assumes no base engine problems, no codes present, O2 switching correctly, and the cat is not damaged.

I don't think you will have to worry about the emission testing anymore. I believe, starting this year, that pre OBD-2 computor cars in Illinois will not be tested any longer. The plan, as I understand it, is to eliminate the dyno testing. I guess they figure there are not enough of the older cars on the road to justify the expense of the dyno testing. I was told this by a couple different repair places that specialize in emission related repairs, an emission test station worker, and there was an article in the Chicago Tribune that indicated the same thing.

What I heard is that pre OBD-2 is exempt from emission testing. Nothing was mentioned about a visual inspection.
