Egr valve--should the orange........

Should I be able to see the orange part move when I tug on the throttle under the hood and give it gas?I stuck my finger in there but felt no movement or didn't see any.Is it a very small amount of movement it makes or should it be quite noticeable?
1988 TurboCoupe Automatic Black-Maroon Cloth interior--
No mods yet but someday when everything else is right.

it should move at around 3000 rpm, albiet very little, to allow the system to do its job. to see if it is working properly, place a piece of vacuum hose on the valve and suck in while watching the plunger (orange part). if it doesn't drastically move, something is wrong with it. remove and inspect.

Ok I did the suck test.Still not sure though.If I blow into it the orange diaphram will blow up but leak air and the rod its on won't move..Should it blow up and hold air or leak out?If I suck in on the vac hose the orange diaph compresses the air inside but the rod don't move.Normal or bad egr?
