Egr valve removal procedure

Hi Every one :
    I recently purchased 1988 Turbo Coupe I got it with several emissions components removed . Also the stock inner cooler was changed over to an after market don’t know mfg . Which I don’t know for sure
except the Egr valve and the piping that goes to the exhaust manifold. Should that open fitting on the end of the exhaust manifold have a plug in it or a hose routed some where else ? Mine does not have either.

The "top" end of the roughly 1 inch diameter pipe coming from the exhaust manifold goes to the threaded fitting on the EGR valve. Often easier to attach the pipe to the EGR valve first and then attach the EGR valve to the back of the intake manifold with its two bolts.
