Is it common for the delay valve to get clogged? Won't pull any vacuum across it to pull out EGR valve (looks like 7 psi is spec). Do I have to go to Ford dealer for new one? If not, what the appropriate term for it.

Yes, they can get clogged. Back in the "dark years" of the late 70s / very early 80s, cars often had several delay valves in the miles of vac lines under the hood, and replacement of many of the valves was actually considered regular maintanence every 30K miles.
