I tried to bring up the slack on my e-brake line and the e-brake was not working. I tightened the adjustment but all it did was bring up the e-brake pedal. It is touching the lower part of the dash. Is something else broke or did I over adjust it. Thanks.

I am guessing that the cables are siezed, and not operating the E brake mechanism in the calipers. With cars as old as these, especially ones that have spent their life in the northern regions where salt is unsed on the roads, siezed cables are likely.
You need to get under the car and see what is/isnt moving while you have a helper operate the E brake petal.

There is a stop on the pedal bracket with a piece of rubber on it to keep the pedal from coming up too high. The rubber may be missing or the pedal arm is loose on the bracket and missing the stop. And like Jeff says, especially the right cable.
