Mine does,just like when you turn the key on.Is it normal to hear it humming constantly while the car is crusing?

If you can hear while cruising, you won't be cruising much longer. A noisy pump is a sign it's on the way out.

I took my rear seats out of my 84 5.0 to do some stereo work, and I can hear the pump. Is this too loud? Can I upgrade to the 255 gph pump?

You should just be able to hear the pump when you turn the key ON, engine OFF. If you can hear it with the engine running, it probably going bad. You can upgrade to any of the Walbro pumps. They are made for mustangs.
