sorry for the delay guys. i've been kinda busy at work and family. so i went out and bought a ford scanner, not too fancy. i hooked it up the way it say and all i get is 000. the manual says i would have a small triangle after the 000 if the computer ran its selft test. i hooked it up to my brother-in-law f150 and it works so.....????? i dont know. what do yall think.

Did the car have problems before you changed the belt? Was changing the belt an effort in solving those problems, or were you just doing it as general maintenance?
Assuming the car ran fine before you redid the belt, I'm still leaning on a timing issue. The first time I did timing on this car it took me about 8 times to get it right. Now I can do an entire belt and set the timing in about 10 minutes.
Put both of your timing marks set at TDC. Verify that you are on the number one compression stroke by removing your #1 spark plug and gently inserting a screwdriver in the hole. You should feel the piston up.
Verify that the rotor on the distributor is aimed EXACTLY at the #1 spark plug.
Button everything up and try to start the car with the SPOUT disconnected.
Make sure the belt hasn't jumped. I had an issue with a tensioner bolt that kept coming loose causing the base timing to jump. When I first checked my base timing, it was right so I didn't think to recheck it.

when igot the cat it didn't run right so I took it to a ship and come to
find out it was or of time. They replaced the belt and tensioner. A month went by and this happened. I I did rotate the can pulley till it was TDC on t the compression stroke. The crank lined right up. But the rotor was off about 2 inch counter clockwise, so I pulled the distributor out enough to rotate it until it lined up to the#1 spark plug. Finaly check codes and it's not showing a connection beaten the computer and the tester...... 000 code.

Sir check for your 5 Volt reference at one of your sensors or the ALDL connector. If its not their the ecm may be shot of not getting proper battery or grounds. The Dizzy should be dropped in with the timing set at 10* BTDC. So set the crank this way and drop the dizzy in and aligned close to the number one tower. Do this with the TFI module at app 4 o'clock. Then try starting and adjust the timing. The TFI should be parallel with the block to some extent at 10* advanced at the crank Spout Out
