Without seeing what it looks like, I would start with come mild polishing compound followed by a polish then a wax. If that does not work, then repeat the process & start with light rubbing compound followed by the above process.

The other guys are right about using a buffer to correct the problem, but if you don't have one, this is a good way to try and remove them.
