when rotating the crank pulley to check the markings on the cam and crank pulley, it turns until I get about a inch from the cam notch being lined up right. when I try to turn the crank more I cant then I let go and it rotates a little counter clockwise.... what gives??? :dunno:

It's probably just compression building up. Just keep turning until you get it where it needs to be.... it'll go - just put more pressure on it. You can also turn it a bit and hold it, let the pressure escape, then turn a little more and hold, etc. - repeat until you get to TDC.

The alternative to putting up with and fighting the pressure build-up is to simply loosen (and remove if desired) the spark plugs.
