The 83-86s don't have a check engine light ,do they? That's why to make your own code reader, you have to wire in an LED, right?
I'm asking because I just went to Autozone to have my codes pulled and they said that for them to do it, the CEL has to be on.

Go back there and try to find someone with a brain. Or better yet, buy a $30 code reader and do it yourself. Even the cars that have check engine lights can have stored codes without showing a CEL. And no, your 85 doesn't have a light.
You can activate the EEC self-test by shorting 2 jumpers with a paper clip and having the CE light flash out codes, but a cheap code reader has an LED and buzzer built in so you don't need a CEL.

I want to make my own code reader but I need a electrician friend to help me. i just want to see if the ECT is not working correctly before I tear apart my cooling system to fix my radiator fan problem.

You could just follow the instructions in this article written by Jeff K to run the EEC self test in your older TC:
<a href=http://www.turbotbird.com/techinfo/In_Car_Codes/In-CarCodes.htm>http://www.turbotbird.com/techinfo/In_Car_Codes/In-CarCodes.htm</a>
Also, just a note, the EEC self test does not put all the sensors and actuators through thorough tests.
By the way, isn't your '85 fan controlled by a separate circuit, and not the EEC using the ECT? i could be wrong on that, as i don't know as much on the older TCs.

JT is right, the 85 and 86 TCs use a relay under the dash to control the fan. The fan problem was recently discussed, with suggestions of possible problems being the relay, the coolant temperature switch, a clog in the passage at the bottom of the intake manifold, and the fan motor.
