Are you using a cheap automotive EEC-IV scanner? Some of those type won't work with the ABS system.
You can test for trouble codes by getting the ABS test connector (in the trunk) and jumpering 2 terminals. Hold the connector so that there are 4 terminals on top, and 2 on the bottom. Jump the terminal that is on the left bottom, to the one just above it in the 4 row. Turn the key to On and count the amber ABS warning light flashes.
Also, as Joe suggested, have you checked the wheel sensor cables?
