You can get a NEW Bosch BPV for under $30, or get a JY one for a few $$, and fab up the rest of the plumbing yourself for under $5 in parts. Basically, the BPV vents high pressure air that backs up in the intake when the throttle snaps shut. It doesnt really add power, but the car will run much smoother, and the turbo will spool faster between shifts. Personally, I wouldnt drive a turbo car without one. This has been discussed many times... do a search on bypass valve. Dan E has some nice drawings in a fairly recent post of how he set his up.
