Boost issue, going to 25 psi

Ive been able to get some tuning done, so far I have made about 20 tune changes. Things are looking pretty good although idle is a little rough and even more rough while not at operating temp. Also getting a check engine light flashing on while reading AFR = 20 during throttle off decel... My issue is that I've seen some surging and also my boost isn't holding to about 18 psi any longer. I might need the larger spring for the gillis valve going to call tomorrow to see where I can buy it local to not wait for shipping from Florida. I've done some searching and this link has made me think I should remove the bov to test but my first thought is my internal wastegate (actuator from a GN) boost line might be leaking causing over boost. Anything else I could be missing? Everything happens pretty fast at +20psi so I'm trying watch that and AFR as best as possible, then look at the datalogs afterwards. A faulty BOV is not going to cause an overboost situation. It has to with be that the reference line to the wga is leaking, the gillis is somehow leaking or clogged up, or the wga is leaking internally.

The larger spring for the Gillis is for if you need more boost.

Thanks, I thought everything was new on the wastegate lines so I "assumed" everything should be ok, however ether from sitting or heat, etc, the boost reference line into the dual gillis valve setup was cracked. Now i'm replacing all of the sceptical lines and zip tieing fittings/tees. Hoping after this I read 20"Hg at idle also.

not to sound like i'm picking on you, but are you turning the gillis in or out? all the way out is low boost, all the way in is high. but i'd definitely check the WGA line. that would be my first thought, then the WGA itself.
87 TC: 5spd, started B234F head swap (overall setup changing), Quarterhorse, T3/T4 63 a/r, 3" exhaust, walbro 255, tubular front clip, 5 lug swap, 17x8 front/17x9 rear cobra r's, wilwood 4 piston calipers (rear only, for now), lightened 471lbs so far
